The messages I've been sending re: new topics are ones I send manually; however, there is an administrator tool ("broadcast message") that allows me to send one message to all RSC members at once. Also, all RSC members can decide which emails they wish to receive from the site, which discussions they wish to follow, etc., and adjust their personal settings accordingly.
