I've been able to identify the team members by visiting the BoE site, or State Sec. State Site that lists the candidates that have qualified to run - this, in turn has lead me to the campaign site, where i can usually find a telephone number. I call and ask for the campaign manager's name, direct dial and email - then I try to get the same information regarding the communications director - these contacts typically allow me to get to the ultimate decision maker, or an agency referal.

Every state candidate has at least one local backer....or it may be the local committee for that candidate's party. It's easier to get a state or district candidate buy if you go through your "local" connection.
Your county circuit clerk's office also has names, addresses and telephone numbers for all candidates that will be on a ballot, or can tell you where to get that info. I have become very close friends with our county circuit clerk through working closely with her during elections. If you can get personal contact info for a candidate, you will probably still be required to work with his election campaign chairman or committee....a local party committee will have all that info.
